Does Optum Cover ABA Therapy in Illinois?

The Illinois mandate and the annual maximum

The number families most often want from us is the ceiling. Under Illinois' autism insurance law, Public Law 095-1005, state-regulated plans carry a maximum annual benefit of $36,000 for the diagnosis and treatment of autism spectrum disorders (Autism Speaks). That is the statutory cap, not a target and not an allowance to spend. It is one of the reasons we recommend hours based on clinical need rather than on what a plan would tolerate.

The same law, enacted in 2008 and effective December 12, 2008, requires coverage of habilitative and rehabilitative care such as Applied Behavior Analysis for individuals under age 21, and applies to state employee health plans, individual plans, and fully insured large and small group plans. A 2022 amendment added that insurers may not deny covered services because of where they are provided, with home-based services explicitly included.

Self-funded employer plans administered through Optum fall under federal ERISA rules rather than the Illinois mandate. Many still cover ABA. The state cap and requirements simply are not what obligate them, so we read the plan rather than assume.

One card, two names

Optum administers behavioral health benefits on behalf of some health plans, so families sometimes see one carrier printed on the insurance card and Optum handling the behavioral-health side. That can be confusing when you are trying to work out who to call about ABA. It is a routine arrangement, and we sort out which entity holds your child's benefit during the benefits check. How authorization works with Optum

Following your in-home assessment, your BCBA writes a treatment plan with individualized goals and a recommended service level, and we submit it to Optum for authorization. We monitor the review, provide any additional clinical documentation requested, and update you along the way. As your child's goals change, the plan is updated and re-authorized on schedule. Our team carries that administrative work so your family does not have to.

What varies by plan

Because Optum sits behind a range of health plans, the benefit design varies considerably: cost sharing, prior-authorization requirements, network tiers, documentation standards, and whether the underlying plan is state-regulated or self-funded.
